Government is a fine means to establish common principles of law, trade, and agreement. It is a poor means to lead. Very little new comes from a group. But Government can settle the legal framework for contracts.or standards for railroad gage. Or rules around d safety.
Capitalists, or innovators, measure with money. But the really successful ones most often deliver a better product than their predecessor. Do that enough, with follow on creative destruction, and society moves faster and better than government can ever deliver.
A better society is a by product of individual leadership, scaled by happy customers who vote with their purchases.
